
TKC C-9B MASTER PLAN
The Ta’an Kwäch’än Council (TKC) C-9B parcel is a partially developed Settlement Land parcel located in the Whistle Bend neighbourhood in Whitehorse. It is in the Traditional Territory of Kwanlin Dün First Nation and Ta’an Kwäch’än Council.
The 20-hectare site is located on the Whistle Bend bench, with forested unsurveyed land to the north and east of the parcel. The Yukon River is about 540 meters to the north, down a gradual slope of about 40 meters in height. Marathon Way and Witch Hazel Drive provide access to the parcel from the south. The closest residential developments are along Eugene Avenue, Neecheah Street, and Tyrell Avenue directly to the east and southeast of the parcel.
TKC hired 3Pikas to create this Master Plan and provide a strategic vision to meet current and future needs for housing for TKC Citizens and beneficiaries. It is envisioned that the plan will create the framework for the C-9B neighbourhood to grow and flourish. The TKC C-9B Master Plan will guide the transformation of TKC C-9B from undeveloped lands to residential lands. The design is founded upon best practices to progressively integrate with the evolving surrounding land-use fabric and provide high-quality residential options for the broader TKC community.
At all stages, the Master Plan was advanced to balance environmental, social, and cultural values. These values informed the overarching vision, key design elements / considerations, and concept options and policies for residential use, greenspace, trails, and transportation and servicing aspects of the plan.
This plan was developed through input from the public, professional and technical experts, and government department guidance. The Plan is the product of an iterative conceptual design process. TKC and City of Whitehorse reviewed successive conceptual options, accompanied by detailed background and technical analysis. The final Master Plan builds on this work and communicates the strategic vision and its implementation to developers, regulators, governments, business owners, and the public at large.
